Will I just need to get permission from the local Authority to hold a street collection?

If you are collecting on the streets a street collection permit is required from the local authority. If you are collecting on private land but this is a public place i.e. shopping centres you will also need to obtain permission from the land owner.

How do I obtain a licence to hold a charitable street collection?

You can obtain an application form and guidance from the Licensing Unit at Castle Point Borough Council email licensingunit@castlepoint.gov.uk or you can download the forms from the web site. Applications must be received at least one month prior to the date of the collection.

How many street collections can a local charity hold within the Borough of Castle Point?

Each recognised charity is permitted two collections during each calendar year.

Checks will be made with the Charity Commission, Trading Standards and neighbouring authorities to check whether the organisation applying is genuine or not.

What happens if my street collection is refused?

The Authority has the right to refuse an application. There is no right of appeal for the applicant.

Will I be required to make any financial returns for my street collection?

Yes. A statement of account stating the amount of the collection and the amount on expenses must be submitted to Castle Point Council one month after the collection.
If returns are incomplete in any way or not received by the required time stated in the regulations, action will be taken against the promoter. If a statement of return is not received for a collection undertaken, following a reminder, action will be taken against the promoter and no future permits will be granted.

I wish to hold a house to house collection will I require a permit?

A door to door collection must hold either an Order of exemption certificate and has notified the local authority of when they would like to collect in the area and the dates of collection.
Or hold a house to house permit from the local authority which permits the promoter to collect in an agreed area and dates.
Castle Point Borough Councils policy with regard to charitable organisations is that each organisation is permitted to seek two applications for collections within the Borough, each for a maximum of two weeks per calendar year.

Do some charities have a house to house exemption order?

 Yes. Some of the larger charities have an Order of exemption from having to apply for a permit. But by and large most smaller, and particularly local groups and Organisations need a permit before they can collect money (or articles which they intend to sell later), from door to door all collection dates will need to be booked with the licensing unit.
