New Legislation

The Licensing of Houses in Multiple Occupation (Prescribed Description) (England) Order 2018 comes into force on 1st October 2018 and introduces a tighter regime for the licensing of Houses in Multiple Occupation (HMO).

From the 1st October 2018 HMOs which are: Occupied by five or more persons forming two or more households will fall under the mandatory licensing regime. The new legislation does not apply to sec. 257 HMOs and flats which are in larger purpose built blocks.

Also from the 1st October 2018 the Licensing of Houses in Multiple Occupation (Mandatory Conditions of Licences) (England) Regulations 2018 also come into force. These regulations set out minimum room sizes and conditions in relation to the storage and disposal of household waste.
