Introduction
Castle Point Borough Council ("the Council") have designed a Council Housing Tenancy Management Policy which describes the Council’s approach to managing tenancies in Council homes from the start to the end of the tenancy.
The types of tenancies the Council gives
The Council offers introductory or probationary tenancies, these last for an initial 12 month period and then provided there are no concerns with the way the tenancy is being conducted they roll into a secure tenancy. Occasionally they may need to be extended for a further 6 months.
Secure tenancies are a lifetime right to rent the home and the tenant can remain in their home indefinitely, provided they keep to the terms and conditions of the tenancy.
Licence agreements – the Council give licences to people who live in its hostel accommodation, which gives them a right to occupy without giving them a legal interest in the property.
How do I make a change to my tenancy?

Please note the Council will not add a joint tenant to a sole tenancy. This does not mean that the sole tenant cannot let a partner move in, but it protects the sole tenant and reduces the likelihood of tenancy fraud.
Tenancy sustainment
The Council is committed to helping all tenants to sustain their tenancy and offers a variety of ways to support you to achieve this. Here are some of the ways the Council do this:
- Affordability checks when an offer of accommodation is made and, if necessary, the Council will offer the support needed to help a tenant maximise their income
- Tenancy visits as appropriate throughout the lifespan of a tenancy
- Rehousing to prevent continued financial hardship, where income maximisation support has been offered and exhausted
