In December 2024, the Regulator of Social Housing downgraded Castle Point Borough Council's regulatory judgement to C4, indicating that there were very serious failings in delivering the outcomes of the consumer standards and that fundamental changes were required. 

In response to the C4 judgement, the Council commissioned a wide-ranging housing transformation programme, fully committed to making the necessary improvements to provide good quality, safe and affordable homes to our tenants and access to good quality services that support tenants to live independently in thriving communities.

In April 2026, following a period of responsive engagement with the Regulator of Social Housing and from evidence and assurance submitted, the Regulator upgraded their assessment of the Council's housing services from a C4 to a C3. 

The Council remains committed to ongoing, intensive engagement with the Regulator as it continues to deliver the Housing Improvement Programme.
