Castle Point Plan – further consultation announcement
Castle Point Borough Council is undertaking further consultation on the Castle Point Plan between Friday 24 October and Friday 5 December 2025.
This further consultation is necessary following the discovery of a technology issue which affected the Regulation 19 consultation held between 1 August and 26 September 2025.
During the consultation period, the version of the Plan which was approved for consultation by Cabinet on 23 July 2025 was correctly published on the Council’s Castle Point Plan webpage and on the landing page of the online consultation portal.
However, an earlier incomplete draft version of the Plan was mistakenly embedded within the online consultation form, meaning that respondents who clicked on the links in that form may have unknowingly based their comments on this incomplete draft version instead of the correct version.
This was an officer error relating to the carrying out of the consultation and does not reflect on the legal compliance or soundness of the Castle Point Plan itself.
To ensure fairness and transparency, we are running a further consultation to give all participants the opportunity to review and, if necessary, update their representations based on the correct version of the Plan.
We will be writing directly to everyone who submitted feedback during the original consultation to explain the situation and outline how they can respond and what we can do to help.
This will also provide a further opportunity to anyone who did not make any comments on the Plan to do so.
Angela Hutchings, Chief Executive said: “I am very sorry that this mistake has happened and I apologise to residents and to councillors for the inconvenience caused. I am committed to upholding the integrity of our consultation processes and we are taking swift and transparent steps to put it right. I want to reassure people that the issue relates solely to the consultation process, not to the content of the Castle Point Plan itself.”
Cllr Tim Copsey, Cabinet Member for Strategic Planning added: “I would like to thank all residents for their continued engagement. The Castle Point Plan continues to represent the Council’s strategic vision for the Borough. Following the completion of this consultation, the Council will take a decision to submit the plan for examination.”
The consultation will be open from Friday 24 October and will close on Friday 5 December 2025. Full details, including how to review the plan and submit representations, will be available at www.castlepoint.gov.uk/castle-point-plan
Drop-in sessions
As with the previous consultation the Council is running drop-in sessions where residents with questions about the re-consultation or who need help reviewing responses are invited to attend an informal drop-in session:
- The Paddocks, Canvey Island – 5 November 2025, 2pm to 3.30pm
- The Paddocks, Canvey Island – 11 November 2025, 7pm to 8.30pm
- Runnymede Hall, Thundersley – 17 November 2025, 7pm to 8.30pm
- Runnymede Hall, Thundersley – 25 November 2025, 2pm to 3.30pm
Council officers will be available to answer questions and provide guidance.
The Council will continue to promote the plan through the Council’s website and social media and encourage residents to have their say.
